Head to FEAST's headquarters in Harlem. Take a look at the map and mark the appropriate task.

Move on to the next mission goal. You will reach the docks. You must not reveal yourself, so use camouflage so that no one will discover you. You have to eavesdrop on the conversations of several people. Press R3 to highlight these characters.
Come closer to them when you are invisible and wait for them to finish the dialogue. Then step back and wait for a while to upgrade your camouflage level. And then approach the next group of thugs again to eavesdrop on them. Therefore, become invisible and collect evidence.
When you get enough information, the game will inform you about it - the mission objective will change. Now deal with the thugs. You can defeat enemies silently or in open combat.
Access to the other valve is blocked by a trash can. Push it away (press L1 + R1) to make the transition.
After closing one of the valves, the pipe will rupture. Then use the mesh (R1) to block the hole.
When you have repaired all three valves, return to the location with the chest - the mission marker will lead you there. Deal with the bandits and turn on the pumps in the box.
